Streetcars instead of LRT?

An activist-sponsored referendum mandating construction of light rail was passed by Kansas City voters in 2006. However, subsequent studies concluded the proposal was underfunded and technically impractical. Subsequently, streetcars have been mentioned as an alternative to light rail.
