Little Rock — River Rail Phase II

The Central Arkansas Transit Authority board of directors
on Dec. 18 voted to begin a $90,000 engineering and environmental study on an
extension of the River Rail heritage streetcar line even though work on Phase I
has yet to begin. The 2.1-mile (3.38 km), $15.8-million initial segment is
scheduled connect the downtowns of Little Rock and North Little Rock in 2003.
The second section would continue east to the River Market District, where the
Bill Clinton presidential library is set to open in 2004. So far, there is no
firm funding to cover operating costs of the first phase, only nonbinding
assurances from elected officials in Little Rock, North Little Rock and Pulaski
