An article in the Village Voice asks what has become of Mayor DiBlasio's BQX streetcar plan. A 17-minute video produced by a group of Hunter College students argues that the Mayor's Brooklyn-Queens Express streetcar was really designed to provide windfall profits to property developers along the waterfront, not to meet a transportation need.
